Criminal Justice Work

We offer two specialist services that support people involved in the criminal justice system to access and sustain housing—helping reduce homelessness and reoffending in Plymouth.

Why it matters

Without secure accommodation, the risk of reoffending increases dramatically. Ministry of Justice data shows that 66% of offenders who are homeless or in unstable housing reoffend—compared to 51% of those with stable accommodation. Housing is one of the strongest predictors of reoffending, even when other factors like substance misuse and criminal history are considered.

Private Rented Access and Sustainment Support

Helping people on probation or leaving prison to access and maintain private rented accommodation.

We support individuals to overcome barriers and secure homes in the private rented sector.

  • We provide tailored tenancy sustainment support to help people settle and succeed in their new homes.

  • We engage with individuals ahead of release—including video calls and prison visits—to prepare for their transition.

  • We regularly attend forums, training sessions, and multi-agency meetings to improve housing pathways for this group.

  • We work closely with Plymouth City Council and have a dedicated Criminal Justice Housing Options Worker (CJHOW) who manages Duty to Refer cases from prisons and probation services.

Integrated Offender Management Housing Support

We help frequent offenders with complex needs find housing and lower their chances of reoffending.

We play a vital role in Plymouth’s Integrated Offender Management team, working with individuals who are leaving prison with no fixed abode and facing multiple challenges such as mental health issues, substance misuse, trauma, and institutionalisation.

  • We provide direct, person-centred support to secure housing and coordinate wraparound services.

  • By offering creative, expert housing solutions, we help break the cycle that links homelessness, crime, and custody.

  • We support prison releases, trigger emergency housing duties, and advocate for individuals with high levels of need.
